China Youth Daily on Nov.29, 2015, Beijing----Dealing with climate change is associated with the benifits and welfare of all human kind. It is a tough battle that needs all countries to fight joint-handly to win.( Reported by Du Meichen)

Since the announcement of the 12th Five-Year Plan, especially after the 18th CPC National Congress,China has paid attention to energy conservation, emission reduction, and low-carbon development, considering energy conservation and emission reduction as an important grasp of the acceleration of the construction of ecological civilization. As the world's biggest developing country, China played an active role in all kinds of meetings on dealing with global climate change, which held by differents countries and international organizations, and China was widely praised by the world because of its practical actions on energy conservation and emission reduction.

President Xi Jinping will attend the opening ceremony of Paris Climate Summit from 29th Nov to 30th Nov, to express China's attitude and contribute China's wisdom to tackle climate change with the world. Before this meeting, Xi Jinping addressed many views on how do countries deal with climate change, and expressed china's consistent position and principles on dealing with climate change with other countries, which showed that China has been taking international responsibility as a responsible power.

Climate Change is a global challenge, no country can stay out of it.

President Xi Jinping said on 18th Oct during the interview with Reuters, before his state visit in Great Britain, that" climate change is a global challenge, no country can stay out of it". Developed countries and developing countries are in different developing stages. Both sides should work joint-handly to deal with climate change, while taking different responsibilities。

Xi said that developing countries and developed countries take different responsibilities on climate change in the past history, and their abilities and developing needs are different as well. It's like a car race. Some cars have gone really far, but some have just left the starting point, so it is inappropriate and unfair to limit the speed by using unified standard. Developed countries should take leading roles in dealing with climate change, which is in accodance with the important principles in the United Nations Framework Convention on Climate Change, including common but differentiated responsibilities principle, the principle of equity, the principle of respective capabilities and so on.

Xi Jinping gave detailed advice on how do developed countries take leading roles at Leaders Working Lunch on Climate Change of UN. He said that" developed countries should fulfill their obligations on finance and technology, implement the promise of offering 100billion US dollars before 2020, and transfer climate-friendly technologies to developing countries.

China and the U.S. are major countries in the world and also countries with the largest amount of greenhouse gas emission. Two countries working together can be a huge leading power. During Xi Jinping's participation in the sixth round of China-U.S. Strategic and Economic Dialogue and the opening of the fifth round of High-Level Consultation on People-to-People Exchange on July 9,2015, he said that China and the U.S. should constantly exploit the potential of cooperation, cultivate cooperation points, accelerate bilateral investment agreements and negotiations, deepen military dialogues, strike all forms of terrorism together, confront climate change together and enhance communication and coordination on important international and regional issues.

China has been activily dealing with climate change with a responsible attitude.

Although when it comes to dealing with climate change, all countries should stick to the principle of "common but differentiated responsibilities". But developing countries, such as China, have made outstanding contributions on dealing with global climate change. Xi Jinping used statistics to prove China's determination and actions on tackling climate change.

During Reuters' interview, Xi Jinping said that China has become the world's first power in energy conservation and utilizing new energies and renewable energy sources. In 2014, China's energy consumption and carbon dioxide emissions per unit of GDP respectively reduced 29.9% and 33.8%, compared with 2005. China submitted its Intended Nationally Determined Contributions to the UN, which is focused on tackling global climate change, and also demanded by China's development. This is the biggest effort to achieve the convention's goal. China announced that it will make available 20 billion RMB for setting up China South-South Cooperation Fund to support other developing countries to combat climate change.

Xi Jinping addressed at the Leaders Working Lunch on Climate Change of UN, that China is actively dealing with climate change with a responsible attitude, considers tackling climate change as a great opportunity to transform the development mode, and actively explores a low-carbon developing path which is suitable to China's national conditions." In the future, China will further limit greenhouse gas emission, and try its best to achieve the goal of reducing 40% to 45% of its carbon emission. China is willing to take those international responsibilities which are in accordance with China's national conditions, developing stage and actual capabilities.

Under the goal of energy conservation and emission reduction, China explored a low-carbon developing path with Chinese characteristics. In the future, China will make its own voice, pass on China's strength, and become the catalyst which can promote all countries to work together to deal with climate change.

China tackles climate change with a serious attitude and sends out active signals which obtained a variety of approvals

For a long time, Chian deal with climate change with a serious attitude and put the goal of energy conservation and emission reduction into practice, which received a widely approval from the international community.

French president Francois Hollande, during his state visit in China, attended Beijing press conference on Nov 3, 2015. He spoke highly of China's actions on dealing with climate change and said the actions have a great significance on convincing other developing countries and emerging countries to attend the 21st Climent Meeting of UN.

Hollande said that China has recently sent out many active signals on climate change. First, China has made the decision to join Green Climate Fund and many other developing funds. Second, premier Li Keqiang announced China's plan of emission reduction during his state visit in France in June. Last, China and France just made a joint statement on climate change. Hollande hoped that China can open new dialogues with developing countries and emerging countries, in order to reach an agreement on attending Paris Climate Summit and achieving goals of emission reduction.

Before the conference, Christiana Figueres, the executive secretary of the United Nations Framework Convention on Climate Change, said that China's actions on climate change are great examples and very impressive.

Figueres said that as a developing country, China has took very impressive actions on dealing with climate change. In China's Intendedly Nationally Determined Contribution, it is said that the amount of greenhouse gas emission will reach its peak around 2030, and national carbon emission trading system will be activated in 2017. Besides, actions of dealing with climate change will be listed into the13th Five-Year Plan. All of these proved that China is taking climate change issue very seriously.

At the coming Paris Climate Summit, Xi Jinping will pass on the Chinese attitude of taking climate change seriously to all countries' leaders, and actively promote the multilateral process on dealing with climate change globally.
