Luanda, the capital of Angola, was again ranked the world's most expensive city for expats by Mercer Survey, according to their 2013 Cost of Living Ranking released July 23.
Moscow rose two spots to become the second-most expensive city for expats in 2013. Tokyo, 2012's most-expensive expat city, ranked third this year.
Four European cities were among the top 10 most expensive, and three of the four are Swiss cities.
Of the most expensive expat cities, three (Tokyo, Singapore and Hong Kong) were Asian. Shanghai was ranked the fourteenth most expensive city for expats, and the most expensive expat city in Chinese mainland.
The Mercer Cost of Living Ranking compares 214 cities across five continents. The survey measures the comparative cost of over 200 items in each location, including housing, transportation, food, clothing, household goods and entertainment.
