Lou Qinjian, newly elected governor of Northwest China's Shaanxi province, says the authorities there want to improve people's livelihoods.

Lou, 56, was elected governor at the closing meeting of the provincial people's congress held from Sunday to Thursday in Xi'an, the capital of Shaanxi.

Before Lou arrived in Shaanxi in August 2010 as deputy governor, he was the vice-minister at the Ministry of Industry and Information Technology. He then became acting governor on Dec 21, 2012.

Zhao Zhengyong, secretary of the Shaanxi provincial committee of the Communist Party of China, was elected chairman of the provincial people's congress. Seven officials were elected to be deputy governors.
