Good city order needs joint efforts by different departments

The government should improve work efficiency in some departments to relieve the workload of city inspectors, according to a People's Daily article.

In China, city inspectors, or chengguan, are responsible for keeping city streets and public places in good order. The inspectors are publicly funded.

Some frontline officers are temporary workers assigned many hard jobs each day.

When something goes wrong with the process of enforcing the law, these temporary workers become an excuse for the chengguan authorities to shirk their legal responsibilities.

However, the chengguan system needs to employ temporary workers to carry out these daily duties.

Chinese society calls for more public services in city management, but these requirements cannot be satisfied by the chengguan system itself.

Many of these officers' responsibilities overlap the duties of many government departments. These departments must improve their work efficiency with their expertise and manpower and provide more well-targeted public services.
