For some foreigners, 'green cards' are a disappointment

China's green card policy has lagged behind other countries' policies on immigration management, said a senior police officer at the ministry on condition of anonymity.

He noted that authorities had already lowered the threshold for applicants, particularly in scientific and research centers.

"Such measures will certainly play an essential role in attracting more high-level foreigners, including many overseas Chinese, but it's only the first step for a regular, detailed plan to attract international talent," the official said.

Wang Huiyao, president of the Center for China and Globalization, said some supplementary, measures are expected to be introduced on green card applications, including on the requirements, opening bank accounts and investing in businesses in China.

China will manage the green card policy in a "reasonable, open and pragmatic manner," he said.
