China will combine its urbanization process and reduce real estate inventories to strengthen third- and fourth-tier cities' infrastructure connectivity with metropolis, and enhance public service including education, healthcare in these cities.

The country will also speed up infrastructure development in bigger cities to shift parts of industries to smaller cities to drive the small cities' development.
