The conference sent a message that "houses are for living in, not for speculating on". It proposed using financial, land, fiscal, investment and legislative measures to curb the real estate bubble. It also called for research to be sped up and the introduction of a basic system and long-term mechanism to prevent sharp rises and falls in the sector.
China built 3.66 million residential units under the urban low-income housing project in the first half of the year, completing 97.7 percent of the annual target.
