Who has the right of way on zebra crossings?

What needs to be done is that Chinese drivers need it drilled into their heads that pedestrians have the right-of-way in a controlled intersection. If anything needs to change, it is this regulation that you can turn left into oncoming traffic. I have seen many, many accidents where oncoming traffic has a steady green light, and opposing traffic has a left turn arrow.
